City hotel tax tabled over questions
STERLING -- The proposed city lodging tax again dominated talks at the regular meeting of the Sterling City Council Tuesday night. All members of the council were present.A letter from the legal firm of Sherman & Howard, LLC regarding the proposed legal advisement to the city on the tax was under consideration. During the discussion of the content of the proposal by Sherman & Howard, which includes a fee of up to $5,000, several members of the community spoke at length with the council on their differing views.
The proposed lodging tax would impose an additional tax on visitors to area hotels, motels and lodges. The city tax, most likely to be at 5 percent, would replace the 1.9 percent tax currently imposed by the county. The council has been considering taking this change to the voters on the Nov. 1 ballot.
One argument for the change is that tax monies could be used more freely than the current county tax, which by statute has specific regulations. The argument is that the monies could be put towards capital improvements and city beautification, which may help improve Sterling`s tourism industry.
Attorney Alex Wright; Kim Sellers, director of the Logan County Chamber of Commerce; and Sandy Glasser, for the Logan County Economic Development Corporation, spoke in favor of the tax.
Wright stated using this tax for beautification projects will attract more visitors to the area and help to make it more of a tourist destination. He also pointed out that even with the added tax the average price of a hotel room in Sterling would remain lower than those in Fort Morgan and Sidney, Neb.
Sellers argued that many communities throughout the state have used a similar tax for similar purposes and have been successful in doing so. She urged the council to put the matter before the community to decide.
Owners and operators from several local establishments, including the Ramada and Buffalo Hills RV Park, came to express their adamant opposition to putting the proposal of this tax to the voters.
Lana Hahn, general manager of the Ramada, expressed concern that the tax would actually do damage to the various businesses that it is being said it will help. She argued that the businesses who would be required to impose this tax on their customers would ultimately have very little say in how that money was being spent.
