Cherry Branch-Minnesott Ferry likely to start charging

HAVELOCK — A ticket to ride will most likely be required for the Cherry Branch-Minnesott Beach Ferry in the next year.

The ferry is used by Pamlico residents who work at Cherry Point air station and other businesses in Craven and Carteret counties and by many businesses serving those in Pamlico. It cuts miles from the alternative highway route up N.C. 306 to N.C. 55 to U.S. 17 to U.S. 70 and down N.C. 101, or the reverse. The just-less-than two-mile ferry ride takes about 12 to 15 minutes and has been free.

But the new state budget passed by the N.C. General Assembly and awaiting the governor’s signature requires the Ferry Service to raise $200 million from receipts in 2011-12 and $250 million in fiscal 2012-13.

Rep. Norman Sanderson, who uses the ferry to commute from his home in Pamlico to his business in Havelock, said the budget leaves it to the ferry service to implement fees on all but two of the state’s ferries, the Hatteras to Ocracoke and Currituck to Knox Island.

The charge or when it begins have not yet been set, although a charge between $5 and $10 has been discussed. Since the budget isn’t official until it is signed, it is still in planning and Ferry Division officials met last week and were on conference calls today discussing options.

Lucy Wallace, communications director for the Ferry Service, said the N.C. Board of Transportation will finally decide the fee after public hearings in all counties affected and that it will most likely be next year before they can be implemented.

Harold Thomas, assistant director of ferry operations who worked 16 years at Cherry Branch, said nothing is final.

“We were requested present options 2½ months ago and we’re waiting for the final budget for final recommendations,” he said. “It is our goal to maintain the service that supports tourism and commerce throughout all North Carolina.”

He said Cherry Branch costs between $3 million and $3.4 million a year to operate and its traffic is about 55 percent in-state and 45 percent tourist.

“It’s essentially a bridge,” Thomas said.

Officials plan to use information from an ongoing surveys of ferry riders in an attempt to set fair fees that also will support continued operation. Currently 65 crossings a day are made at Cherry Branch, with three shifts of workers and include several school children going to Arapahoe Charter School.
